The Demise of the 28-Point Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the announcement of a new comprehensive peace framework for ending the war appeared – briefly – to have been defused. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Negotiation and Warfare

The sequence of conflicting incidents captured the bleak nature of the outgoing year. By day, negotiation efforts are waged: optimistic declarations are delivered from different nations. Significant resources is expended on managing particular approaches. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the key method for achieving "settlement".

Nighttime Reality

As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is able to track projectile deployments from across the border, a capability provided through timely intelligence. From witness perspectives, military aircraft that had been deployed to intercept incoming guided weapons streaked across the sky – sophisticated military planes provided to Ukraine by NATO members.

Shortly after, Kyiv's anti-aircraft weapons activated: several firings deployed against a hostile projectile. This was a modern interception technology at work, probably provided by partner states. Every firing creates sudden vibrations, rattling buildings. The brief panic quickly gives way to grim resignation: possibly the incoming missile won't hit its mark this time, sparing the city from ruin and additional electricity failures.

Ongoing Risks

Not long after, a automatic firearm fired at a unmanned aircraft in the vicinity, part of a rapid response unit – almost certainly allied-provided weaponry. Regrettably, the bullets missed the opposing UAV – it pressed on overhead toward its objective.

Periodically, this continued until dawn. Kyiv awoke to the early updates: multiple fatalities, devastation and utility failures in many homes as a result of the evening attack. As always, everyone still maintained normal activities – experiencing conflict. But those 24 hours illustrated Ukraine's vital need on Western support – a reliance that neighboring countries are clearly incapable to fill in the short term.

Failed Diplomacy

The 28-point plan from Washington sparked intense emotion, debate and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.

Every new approach from Washington unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually secure success. This trend will, no doubt, persist.

Political Considerations

It is tempting to accuse certain parties of persistently promoting Russian terms. But that does not seem to be the whole story. US administration operates on a assumption well known to experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The American government assumes that it is unfeasible to compel Moscow to relinquish the land that it currently occupies in Ukraine's south or east.

The problem is that while acknowledging this situation, Washington does nothing to discourage Russia, through statements or actions, from believing that the situation will not change more in its favour in the coming year.

Opposing Positions

Therefore, Moscow is convinced that time is on his side – that Ukraine and its partners are approaching exhaustion. Their motivation to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leader remains highly assured in the result.

On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding lives and land but avoiding a complete military breakdown until circumstances change in its favour.

Present Conditions

Factually, there are no actual prerequisites for a truce. Now, individual motivations are coming into play: personal goals to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unacceptable, so that their priority does not switch to homefront challenges. And although their objective will now be considerably more difficult after latest incidents, it remains quite doubtful that this will modify their basic position.

These two forces are guiding negotiations.

Assessment and Future

It took a just a single week to kill the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, latest revelations, all achieved their purpose.

While new initiatives based on established approaches are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and show specific hesitation to change the course of events, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, primarily depend on sustained allied backing.
